Measures TSC and ACPI ticks over specified ACPI tick amount.

Parameters

[in]	AcpiTicksDuration	Number of ACPI ticks for calculation.
[in]	TimerAddr	ACPI timer address.
[out]	AcpiTicksDelta	Reported ACPI ticks delta.
[out]	TscTicksDelta	Reported TSC ticks delta.
